US Copyright Report

The Copyright Office recommends an array of changes to laws and policies in a report released on Thursday. On the table, for discussion:
• The creation of a performance royalty, payable by broadcasters and windfall cash for record artists. The payment is in keeping with similar fees paid in most major music markets, including Canada.
• Elimination of the copyright loophole that cuts artists and labels out of digital royalty payments for songs recorded before 1972.
• Putting the copyright attached to a song’s composition — the one owned by a publisher and songwriter — on equal footing with the copyright attached to the sound recording — the one owned by a record label and artist.
